What Is a DTCM Permit?
The Department of Tourism and Commerce Marketing (DTCM) requires all short-term rental properties in Dubai to hold a valid holiday home permit. Operating without one can result in fines up to AED 200,000 and property blacklisting from booking platforms.
The permit ensures your property meets safety, quality, and hospitality standards set by the Dubai government.
Requirements for Registration
To apply for a DTCM permit, you need: a valid title deed or NOC from the property owner, a valid Emirates ID or passport, property insurance, and professional photographs of the property. The property must meet minimum furnishing and safety standards.
Each unit requires its own individual permit. If you manage multiple apartments, each one must be registered separately.
The Application Process
Step 1: Create an account on the DTCM portal. Step 2: Submit the required documents. Step 3: Schedule a property inspection. Step 4: Pay the registration fee (approximately AED 1,520 annually). Step 5: Receive your permit number, which must be displayed on all listing platforms.
Common Mistakes to Avoid
The most frequent issues are: expired property insurance, photographs that do not match the actual property condition, and failure to display the permit number on listings. Working with a licensed property management company ensures compliance from day one.
